MEAL Officer

Monitoring, Evaluation, Accountability and Learning
(MEAL) Officer
Reporting to: Country Director
Contract Type: Full-time
Location: Ado Ekiti / Ogun State, Nigeria

Role Purpose


The MEAL Officer will support the design, implementation, and strengthening of Monitoring,
Evaluation, Accountability, and Learning systems across GSKi’s programmes. The role will help
ensure that project activities are evidence-based, results-focused, accountable to communities,
and aligned with donor and organisational standards.
The post holder will support MEAL-related interventions across current project initiatives,
including programming in child protection, education in emergencies, and resource
mobilisation. The role requires strong technical skills, sound judgement, and the ability to work
collaboratively with programme teams, partners, and stakeholders.


Key Responsibilities


Monitoring and Evaluation

  • Design and implement robust MEAL frameworks, tools, and systems to assess programme performance, outcomes, and impact.
  • Develop and maintain data collection systems to track project progress against agreed indicators and targets.
  • Conduct regular field visits to monitor project implementation, verify data quality, and provide practical recommendations for improvement.
  • Analyse programme data and prepare clear reports, dashboards, and insights for project teams, donors, and stakeholders.
  • Lead or support the development of learning reports, evaluations, assessments, and presentations.


Accountability and Learning

  • Promote a culture of accountability by supporting the implementation and continuous
    improvement of community feedback and response mechanisms.
  • Capture lessons learned, case studies, and best practices to inform programme
    adaptation, refinement, and scale-up.
  • Organise learning sessions and workshops to share evidence, insights, and practical
    recommendations with project teams and partners.
  • Maintain accurate documentation that demonstrates progress, learning, accountability,
    and programme impact.


Programme Support

  • Support the integration of MEAL processes into education, child protection, and other programme areas.
  • Facilitate training for staff and partners on data collection, data quality, reporting, and learning approaches.
  • Contribute to proposal development by providing relevant data, evidence, impact stories, and results-based inputs.
  • Collaborate with programme teams to identify key performance indicators, monitor achievements, and strengthen results-based management.


Administration and Reporting

  • Prepare accurate, timely, and comprehensive donor reports that clearly communicate progress, outcomes, challenges, and learning.
  • Maintain up-to-date project records, databases, tracking tools, and supporting documentation.
  • Support internal and external audits by providing relevant MEAL documentation, reports, and evidence.
  • Contribute to data quality assurance, data protection, and data management processes.


Organisational Responsibilities

  • Demonstrate a strong commitment to GSKi’s vision, mission, values, and safeguarding standards.
  • Adhere to all GSKi policies, procedures, and codes of conduct.
  • Represent GSKi professionally and appropriately with internal and external stakeholders.

Person Specification


Essential

  • Proven experience implementing MEAL systems, preferably in humanitarian and development contexts.
  • Experience in data collection, data cleaning, data analysis, and results reporting.
  • Experience developing and implementing MEAL frameworks, indicators, tools, and reporting systems.
  • Strong knowledge of data management and analysis tools such as Microsoft Excel, SPSS, Power BI, or similar platforms.
  • Familiarity with education and child protection programming, including work in emergency or fragile settings.
  • Excellent written and spoken English; proficiency in an additional relevant language is an advantage.

Desirable

  • Experience managing or supervising teams, consultants, enumerators, or field-based data collectors.
  • Strong analytical, reporting, strategic thinking, and planning skills.
  • Demonstrable knowledge of project cycle management, results frameworks, and donor reporting requirements.
  • Strong understanding of safeguarding principles and commitment to GSKi’s safeguarding standards.


Skills and Competencies

  • Excellent verbal and written communication skills, including professional telephone and email etiquette.
  • Strong proficiency in Microsoft Office and confidence using web-based platforms, social media, and digital reporting tools.
  • Ability to work independently, manage competing priorities, and meet deadlines in a fast- paced environment.
  • Strong interpersonal skills and the ability to work effectively with colleagues, partners, communities, and stakeholders.
  • A letter of recommendation from a previous professional experience will be considered an added advantage.
